Pacific Palisades is rebuilding more slowly than almost anywhere in Los Angeles, and the reasons are specific to this place. The January 2025 Palisades Fire destroyed 6,837 structures across roughly 23,448 acres of coastal hillside and canyon terrain, the most destructive fire in LA history. The first fully rebuilt home didn't receive its Certificate of Occupancy until November 2025, about ten months after the fire, and while hundreds of projects are now under construction, completed homes remain few. Los Angeles compressed Palisades permitting dramatically: an executive order mandating 30-day plan review and five-day clearance for like-for-like rebuilds, a self-certification pilot, a Standard Plan program, and a One-Stop Rebuilding Center in West LA, with more than 3,000 rebuild permits approved in the Palisades and debris cleared from the large majority of lots. What that leaves is a physical constraint: steep grades, variable soils, and narrow canyon roads that drive deep foundations, retaining walls, and complex grading while limiting site access and staging room.
